Let's take the rust as an example.
1) airbrush or brush the rust, let dry
2) airbrush ( or brush ? ) the hairspray on the spots we want the rust to show, let dry
3) airbrush the base color on the whole model. let dry
In my case, for example, if I'm modelling the Canadien Pacific the base color will be "CP action red"
4) scrub the hairspray ( and the top coat of course ) with a brush and water so the rust will show.
